The Ping-jiang Earl Chen Xuan spoke on four matters in respect of the transport of grain: "The government troops of the Nan-jing and Zhi-li Guards who are used for transporting grain have, for successive years, been taken to go to the Western Ocean and on expedition to Jiao-zhi. Also, a total of 20,000 men have been transferred to Bei-jing. In addition, many of the Imperial troops of the Naval Right Guard and other guards have been chosen to go to the Western Ocean this year..."
