The Auxiliary Ministry of Rites memorialized: "The Ministry of Works has completed manufacture of the summer clothing for the Jiao-zhi and Yun-nan students. Permission is requested to confer it upon the students." The Emperor said: "Autumn is but half way through. Of what use is Summer clothing? Are the officials as incompetent as this! In future, clothing must be conferred at the appropriate time. Offenders will be punished."
