In Yun-nan, eight police offices were established at Ku-gang Pass, Ku-dao Pass, Ku-le Pass and at the two passes at Gu-yong, all in Teng-chong Subprefecture, and at Lai-bang-ha, Jiu-lang-mang and Meng-dong, all in Nan Dian Subprefecture. Previously, Teng-chong Subprefecture had memorialized: "Our roads connect with Lu-chuan, Ava-Burma and such places. Many of the people have fled and messengers and people bringing tribute to the Court have also been obstructed. When the former four local company commanders were subordinate to the Teng-chong battalion commander, Ku-gang Pass and so on, a total of five (Alt: four) places, were guarded by both the military and by civilians. Now, the four local company commanders are under the jurisdiction of the subprefecture and it is now only the people of the subprefecture who guard these places. It is requested that police offices be established as these five places, with the native officials Yin Hei, Zhang Bao, Li Fu and Guo Jie as police officers." Nan Dian Subprefecture had also memorialized: "We border Lu-chuan Pacification Superintendency. Formerly, there were 12 local company commanders who were under the Teng-chong Battalion. At that time, it was ordered that both the military and civilians guard Lai-bang-ha and the other areas. Later, Lu-chuan Pacification Superintendency attacked the prefecture's territory and for 10 years there have been none to guard this area. Now, orders of instruction have been issued by the Court and Lu-chuan has returned the land it had previously taken. We fear that there may be future incursions and are also worried that the people will flee. It is requested that police offices be established in the three areas of Lai-bang-ha, Jiu-lang-mang and Meng-dong in this subprefecture with the three native soldiers Yang Yi, Zhao De and Zhao Rong as police officers." It was ordered that these requests be sent to the regional military commission, administration commission and surveillance commission and that they conduct an investigation. At this time, all memorialized that the requests were appropriate. Accordingly, the eight police offices were established and Yin Hei and so on were appointed as police officers.
