It was ordered that imprisoned criminals in Yun-nan be permitted to purchase redemption of their sentences with rice in accordance with the regulations in force in the capital. This was ordered as Xu Xun, a surveillance vice commissioner in Yun-nan, had advised that many of the Yun-nan troops had fled and grain supplies were insufficient.
