Imperial orders were sent to the Ying-guo Duke Zhang Fu and the Qian-guo Duke Mu Sheng, regional commanders of Jiao-zhi. The orders read as follows: "In Jiao-zhi there are those who have surrendered and then rebelled again and after rebelling have again returned to allegiance. Select and appoint one or two of these people and promulgate my orders that all are forgiven their offences. Determine their abilities and appoint the foremost as officials so that the people's hearts can be swayed."
