Zhou Cheng, the magistrate of Xi-e County in Lin-an Prefecture, Yun-nan, advised: "Of the yi people within the borders, there are different types such the Bo people, the Luo-luo, the Bai-yi, the Pu-la and the He-ni. However, it is young men of the Bo people who are most excellent and eminent. Schools should be established to educate them so that they become familiar with the Book of Odes and the Book of Documents and come to know of propriety and righteousness." This was approved.
