A number of Jiao-zhi's police offices, postal relay horse stations and transport offices were placed under new jurisdictions. Previously, the various prefectures, subprefectures and counties had been established, but their subordinate offices had not been properly arranged. At this time, the two police offices at San River-port and Chang-jin Bridge (Alt: Chang-lu Bridge) in Da-tang County, Jiao-zhou Prefecture were transferred to the jurisdiction of Wei-man Subprefecture. The two police offices at Pao Bridge and Yong River-port in Gu-bang County, Li-ren Subprefecture, were transferred to the jurisdiction of Ping-lu County. The Shi Bridge postal relay horse station and transport office in Wu-ning County, Wu-ning Subprefecture and the police office at San-qi River-port in Hu-yan County, Xuan River Subprefecture were transferred to the jurisdiction of their respective subprefectures. The four police offices at Shen-tou Estuary, An-mo Sea-port, Xiao-an Sea-port and Hu River Garrison Sea-port, all in An-mo County, Chang-an Subprefecture, were transferred to the jurisdiction of An-ning County. The Zhi-long Crossing Police Office in He-gui County, Xin-an Prefecture, was transferred to the jurisdiction of Duo-yi County in Zhen-man Prefecture. The Zhi-lai Village Police Office in Xi-guan County, Xin-an Prefecture, was transferred to the jurisdiction of Tai-ping County in Zhen-man Prefecture. The police offices at Si-gang River-port and Yang Hamlet Inn, Xin-hua County, Zhen-man Prefecture were transferred to the jurisdiction of Ting-he County. The police office at Gu-dao Commandery in Shen-qi County was transferred to the jurisdiction of Gu-lan County. The police office at Feng-tian in Feng-tian County, Jian-chang Prefecture, was transferred to the jurisdiction of Jian-chang County. The Dong-zhan Postal Relay Station in Dong County, Liang-shan Prefecture was transferred to the jurisdiction of Zhen-yi County. The police office at Hui-chao Sea-port in Gu-hong County, Qing-hua Prefecture, was transferred to the jurisdiction of Gu-teng County. The two police offices at Ling-chang Sea-port and Ling-chang Canal-port in He-zhong County, Ai Subprefecture, were transferred to the jurisdiction of that subprefecture. The two police offices at Tian-jia Sea-port and Bu-wei Sea-port in Yuan-jue County, as well as the two police offices at Hao Canal-port and Dui-wei in Jie-yue County were transferred to the jurisdiction of Jiu-zhen Subprefecture. The Tong-ji Granary was established in Tong-zhou Guard.
