The Jiao-zhi Regional Military Commission advised that the Jiao-zhou Central, Jiao-zhou Forward, Jiao-zhou Rear, San River, Chang River, Yi-an and Xin-ping Guards, as well as the Yan-zhou Independent Battalion lacked officers. Imperial orders were thus sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, requiring that he, together with the Minister of War Chen Qia and the Commissioner-in-chief Fang Zheng, select surplus guard, battalion and company commanders from the Qing-hua, Zhen-yi and Jiao-zhou Right Guards and transfer them to fill the vacant posts.
