The Jiao-zhi Regional Military Commission memorialized: "Zhi (Alt: Zhen)*, the younger brother of Chen Zhi-cheng, a native-official company commander from Jie River County in Yi-an Prefecture, falsely declared himself a Jin-wu General and, together with the "red-clothes" bandit Lan Pan and others, plundered Yang-bian Hamlet and killed the Police Officer Zhang Xiu. Wu Gong of Tao-jin in that county (Alt: a gold-washer of that county), and the elder Huang Ru-dian gathered a force and put Fu-liu County to the torch. The Qiu-wen County bandit Nong Wen-li, the Wu-ding Subprefecture bandit Chen Da-guo, the Kuai Subprefecture bandit Ruan Te (Alt: Ruan Chi) and the Shan-shi County bandit Wu Ju-lai rebelled in succession, killing and injuring government troops. Zheng Gong-zheng, the head of Tao-jin Hamlet in Tong-li County, Xia Hong Subprefecture, Xin-an Prefecture, also gathered a force numbering over 1,000, burnt Tong-li, Duo-yi and other counties in Xia Hong Subprefecture and captured and killed officials and clerks in police stations at Dan River Estuary and other places. The Commissioner-in-chief Fang Zheng led troops to eliminate them. The troops defeated the bandits in Tong-li County. On learning of this event, Gong-zheng led his forces towards Nan-ce Subprefecture. The government troops pursued them and did battle with them at He-kui police office, taking over 400 bandit heads. The number drowned was inestimable and Gong-zheng fled." Imperial orders were sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, requiring him to deploy the army in attacking and capturing them. * Possibly Chen Zi-zhi.
