It was ordered that Liu Zhong-lian and Xu Kuo, both vice ministers in the Ministry of Works, proceed to Jiao-zhi to make a new assessment of population registration and land taxes. It was also ordered that they investigate and advise on the situation and problems of the military and the civilians.
