Imperial orders of instruction were sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, as follows: "Recently, it has been advised that persons whom you intimately trust have been carrying off the people's sons and daughters, as well as their livestock. You have erred in not providing sufficiently rigid discipline. The way of a good general lies in keeping strict discipline so as to accumulate authority and trust. If people say that you are good, that is an unfortunate thing for you. You have rendered meritorious service. How is it possible that, in a short time, things could end up like this? From now on, you mu st increase your scrutiny and mu st not be negligent or remiss!"
