The Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, memorialized: "The bandit leader Li Li occupied Ke-lan Ce (Alt: Ke-lan Fort) and I sent the Vice Commissioner-in-chief Fang Zheng and the Commissioner Shi You with troops to suppress and capture him. They captured the false Palace Guard General Ruan Ge-li and others, but Li and others fled to Laos. The Commissioners Huang Cheng (Alt: Wang Cheng) and Zhu Guang were left at Ke-lan Fort to guard it, while Zheng and the others returned to Jiao-zhi. Li again emerged to engage in brigandry, killed Liang Xiang and others at the Yu-ju police office and departed. Cheng led the troops in pursuit of the bandits and defeated them, upon which the bandits all fled. Summer is near and during that season the rainfall is very great, turning the area into a misty miasma-ridden place. Permission is requested to wait until Autumn before advancing the troops." This was approved.
