The Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, memorialized requesting permission for Xue Peng, the former regional commissioner of He-nan, to take charge of the affairs of Xin-ping Guard and for Wu Hao, the former regional vice commissioner of Liao-dong, to take charge of the affairs of Yi-an Guard. This was approved. These two guards had long lacked officials and Peng and so on were in Jiao-zhi at that time as they had been involved in offences and had accompanied Bin in order to realize achievements.
