established in the six military and civilian pacification superintendencies of Mu-bang, Meng-yang, Lu-chuan/Ping-mian, Laos, Ava-Burma and Ba-bai/Da-dian; a position of registry clerk was established in Meng-ding Prefecture; and a position of clerk was established in Wei-yuan Subprefecture. The Emperor felt that as the native officers of the various areas in Yun-nan did not understand Chinese characters, when they were to memorialize advice, they would not be familiar with style or form. Thus, he ordered the Ministry of Personnel to establish appropriate positions and to select people who were skilled in writing and practiced in such matters to go there and take up the posts.
