The Rong-chang Earl Chen Zhi, assistant regional commander of Jiao-zhi, advised: "The monthly grain rations for the major and minor Imperial forces under the Jiao-zhi Regional Military Commission, together with the rice salaries of the officials of the various offices, constitute a total monthly expenditure of 57,700 shi of paddy grain. This means an annual expenditure of over 692,400 shi. Now, Jiao-zhou and other prefectures cannot provide their own supplies of grain, but at Qin Subprefecture and Lian-zhou in Guang-dong, over 100,940 shi are stored. It is requested that this be transported and supplied to relieve the problem." The Heir Apparent approved this and ordered the Ministry of Revenue to swiftly implement the proposal.
