The eunuch Ma Qi, claiming to be transmitting the Imperial Will, instructed the Han-lin Academy to compile Imperial orders transferring him again to Jiao-zhi to control and manage the gold, silver, pearls and aromatics. At this time, Qi had not long been recalled from Jiao-zhi by Imperial command. The officials of the Academy responded with a memorial. The Emperor spoke gravely, saying: "How can I receive such words! Have you officials not heard that previously while in Jiao-zhi, he brought calamities to both the military and the people? Since he returned, it seems that the troubles in Jiao-zhi have abated. How can he be sent again? If we send him, not only will Imperial orders not be believed, but the overall situation will be harmed. Recently in the palace this person tried all sorts of ways to put his request and spoke to those on all sides, saying that his being sent again would benefit the country. I have not responded to him. You ministers must understand my Will." The order was subsequently cancelled.
