The Emperor ascended the throne and, facing his ministers, announced a general amnesty for all under Heaven, and proclaimed: ".....The treasure ship voyages to the various fan countries are to cease. If there are any ships berthed at Fu-jian, Tai-cang or other places, they are all to return to Nan-jing. Those who have taken goods will return them to the Palace Treasury. For those fan country envoys who have come to offer tribute and are due to return home, only sufficient persons and ships necessary to escort them are to be sent. Court and outside ministers who have previously been sent on missions are to quickly return to the capital. The militia are all to be sent home...."
