Imperial orders were sent summoning back the Minister of Works Huang Fu, who was in charge of the affairs of the Jiao-zhi Provincial Administration Commission and the Jiao-zhi Provincial Surveillance Commission. The orders read: "Venerable servant of the state, you have long laboured away from the capital. I continue to think of you and have not forgotten you. I greatly wish to see you. You should speedily return to the capital in accordance with my long-standing wish." It was Imperially ordered that the Minister of War Chen Qia, who was assisting with military matters in Jiao-zhi, replace Huang Fu in taking charge of the Jiao-zhi Provincial Administration and Surveillance Commissions, while continuing to assist with military matters.
