Dao Ji-han, the native-official magistrate of Ning-yuan Subprefecture in Yun-nan, memorialized: "Seven stockades including Meng-man, which are under my jurisdiction and which had long been the territory of my forefathers, have recently been attacked and occupied by Annam. My son-in-law and daughter were also taken captive and the people's livestock and produce was carried off. The Annamese have exacted all sorts of levies, corvee and taxes. For generations, we have offered tribute to China. Now we have been lawlessly attacked and it is truly unbearable. We can only request the sympathy of the Court." The Emperor ordered the Ministry of Rites to send an envoy with orders of instruction for Hu Di of Annam. The orders read: "Previously, I sent the censor Li Qi and others to enquire of you in regard to the matters of killing the ruler, usurping the throne, and unlawfully taking of a dynastic title and adopting a reign title. Now Ning-yuan Subprefecture has memorialized that you have attacked seven of their stockades, including Meng-man, have taken captive the magistrate's son-in-law and daughter, have pillaged the people's livestock and have exacted all sorts of levies, corvee and taxes. Memorialize on whether this is the truth of the matter."
