Wen Liang-fu was appointed as surveillance commissioner of Guang-dong. Liang-fu was formerly a deputy surveillance commissioner of Hu-guang, but for involvement in an offence, he was demoted to a Messenger. At this time, after having been sent as an envoy to the various fan countries in the South-west, he returned to the capital and advised completion of the Imperial orders. Thus he was promoted and employed.
