Previously, the Xin-feng Marquis Zhang Fu, regional commander of the force sent on expedition to punish Annam, and others, had followed the Fu-liang River south and proceeded to attack the bandit's Eastern capital. The bandits thereupon abandoned the city and fled and the army was stationed in the South-east of the city. The officials and the people were urged to return to allegiance and those who surrendered numbered daily in the tens of thousands. A notification was issued requiring all to return to their occupations. On this day, Zhang Fu sent a person with an urgent memorial of advice.
