12 May 1406
The Xi-ping Marquis Mu Sheng, grand defender of Yun-nan was issued with Imperial orders as follows: "Recently, the Commissioner-in-chief Huang Zhong and others were sent to escort Chen Tian-ping, the grandson of the king of Annam, back to his country. Zhong and the others did not observe my instructions and looked lightly on the bandit Li. They followed their own inclinations and advanced, thereby bringing great shame to our country. Now, I am raising an army for a Southern expedition. I have ordered Si-chuan and other regional military commissions to select 70,000 troops. I have further ordered the Shu Prince to select 5,000 troops from the three escort guards in Cheng-du. You are authorized to organize and despatch these troops. The total necessary grain for use by the Great Army mu st be calculated beforehand and then it can be transported as planned. This is not something which can be done later." Five hundred liang of silver were conferred upon Mu Sheng.
