Imperial orders were sent to the Vice Commissioner-in-chief Han Guan, regional commander of Guang-xi, as follows: "The Imperial Army is now being despatched to attack and punish the Li bandits. As to grain rations, the Ministry of Revenue has been ordered to supply 200,000 shi of grain. You are to draw up plans with the Guang-xi Regional Military Commission and Provincial Administration Commission, and arrange military and civilian conveyance to convenient storage locations. When the Imperial Army arrives, you are to transport the grain before the army, while local militia are to be instructed to transport any surplus.
