The Guang-dong Regional Military Commission sent to Qin Subprefecture those Li bandit spies who had been captured. Subsequently, Imperial orders were sent to the Cheng-guo Duke and Regional Commander Zhu Neng and others. The orders read: "The bandits are already sending people to spy along the coast of Guang-dong. They may know that there are no troops on the sea routes and may combine their forces against you. You should heighten your vigilance and defences. Do not take things lightly!"
