The Director Zhang Zong-zhou and others were sent with 2,000 (Alt: 20) Ministry of Personnel tally-slips to issue to those suitable for appointment as officials. They were required to discuss the matter with the Xin-cheng Marquis and Regional Commander Zhang Fu, the Xi-ping Marquis and Deputy General Mu Sheng and the Minister of War Liu Jun, select those with ability for appointment as officials and provide them with tally-slips. When these officials came to the Court, they would be received only on the basis of these tally-slips. Those persons who had already been appointed to posts and were acceptable in their positions were also to be given slips. When the tally-slip reference stub-book was completely filled, it was to be sent back to the Court.
