In Jiao-zhi, gold-mining offices were established in the seven commanderies of Tai-yuan, Jia-xing, Guang-wei, Tian-guan, Wang River, Lin-an and Xin-ning. Two commissioner and four vice commissioner posts were established. In addition, 21 subprefectural and county magistrates were selected and appointed, three to each commandery, to supervise management (提督閘辦). Further, two prefects were selected to serve as overall controllers. The Ministry of Rites was instructed to cast seals for them.
