Orders were sent to the Xin-cheng Marquis Zhang Fu, regional commander of Jiao-zhi. The orders read: "The officers and troops have long laboured abroad. I ordered that you pacify and secure the area and withdraw the troops in a timely way. Now, it is Spring and getting warmer, but I still have not heard news of the troop's withdrawal. I think of this night and day and wonder whether you have not met obstacles. Quickly memorialize and advise."
