The Emperor summoned the Xin-cheng Marquis Zhang Fu and instructed him, saying: "Annam has just been pacified and this has been achieved because the officers and soldiers all carried out their orders. I have ordered the Ministry of Rites to determine the levels of promotions and rewards. The rewards and punishments mu st be just. When just rewards and punishments are dispersed, it will be possible to employ people in future. Those whose actions were mainly meritorious will be easy to determine. If a soldier achieved merit first and then committed a crime, reward his achievements first and then punish his crime. If his transgression occurred first and he realized achievements later, pardon his transgression and then reward his achievement. Doing things in this way will accord with people's hearts. You are to determine the levels of achievements and transgressions of the officers and troops and advise."
