The Li-ma Chief's Office was established subordinate to the Yun-nan Regional Military Commission and Dao Si-fang was appointed as chief. At this time, Si-fang was the zhao-gang of Li-ma. Zhao-gang is a former yi official title in the south-west. Si-fang registered the land he ruled (籍其所治之地) and came to Court to request the conferral of an official post, so that he could rule his people. It was thus that this order was issued. A seal, headwear and a belt were also conferred upon him.
