Li Qing, deputy censor-in-chief of the left in the auxiliary Censorate, memorialized an impeachment against the Qian-guo Duke Mu Sheng, regional commander of Jiao-zhi, noting that, having led his troops to eliminate the rebellious bandits in Jiao-zhi, he was unable to valiantly struggle and grasp victory, thereby resulting in the defeat of the army and the deaths of the Commissioner-in-chief Lu Yi, the Minister Liu Jun and the Commissioner Liu Cong. He noted that, under the law, it was appropriate that Sheng be punished for his crime. The Emperor said: "If a general loses his troops, how can he escape guilt! However, in the circumstances, I am especially pardoning him and instructing him to make greater efforts to realize achievements in future."
