The Ying-guo Duke Zhang Fu, regional commander of Jiao-zhi, memorialized as follows: "The rebellious bandit Jian Ding and the others are plotting harm together. The bandit follower Ruan Shuai and others have had dual loyalties. Now Jian Ding has been promoted to false Supreme Emperor and Chen Ji-kuo has been established as false Emperor. They have changed the reign title to "Chong-guang" (重光). They have occupied and taken control of the rivers and they come and go spreading calamity. It is necessary to employ a boat-borne force as only thus will we achieve success." It was thus ordered that the forces encamped at Xian-you County in Bei River Prefecture proceed to Mt. Chi-lan to procure materials and construct boats. Instructions were also sent to the prefectures of Liang River, Bei River and Tai-yuan to have those people who were fleeing the bandits return to their occupations.
