It was commanded that the Ying-guo Duke Zhang Fu take on the seal of "Deputy General for Subduing the Lu" and the post of regional commander and proceed to Jiao-zhi to join forces with the Qian-guo Duke Mu Sheng, "General for Subduing the Yi", in order to eliminate the rebellious bandits. It was Imperially ordered that the six regional military commissions of Si-chuan, Guang-xi, Jiang-xi, Hu-guang, Yun-nan and Gui-zhou, as well as 14 guards including that at An-qing, despatch 24,000 troops to accompany the expedition. Imperial orders were sent to the Jiao-zhi Regional Military Commission, Provincial Administration Commission and Provincial Surveillance Commission noting that all people who had committed serious crimes but to whom leniency could be shown, be sent to join the force of the Ying-guo Duke Zhang Fu, so that they could realize achievements to atone for their crimes.
