Imperial orders were sent to the Ying-guo Duke Zhang Fu and the Qian-guo Duke Mu Sheng, regional commanders of Jiao-zhi, as follows: "Chen Ji-kuo has presented a memorial confessing his crimes. I have responded in a sincere way and his memorial has been approved. I have thus sent persons with Imperial orders of soothing and instruction. If he is able to sincerely come to allegiance, then his crimes will be forgiven. If he harbours guile and is disloyal, you mu st coordinate your plans and pacify these bandits, so that you do not fail in the task with which I have commissioned you."
