The Investigating Censor Chen Cha, regional inspector of Yun-nan, advised: "The regions of Jin-chi and Teng-chong in Yun-nan are on the distant borders. They have a regional commander and a censor-in-chief grand coordinator to govern them. Further there is a military command and a military defence circuit vice commissioner providing separate control. There is no need for the grand defender eunuch directors to also manage these regions." He also submitted an impeachment memorial against the Eunuch Director Liu Yu and the general administration circuit Assistant Commissioner -in-chief Mu Song for colluding with evil persons and bringing harm to the people. He requested that they both be removed. The ministry deliberated on the proposal and re-submitted the memorial. It was approved.
