At the beginning of the dynasty, the Jin-chi office in Yun-nan had been established as two separate offices -- Yong-chang Prefecture and Jin-chi Guard. In the 23rd year of the Hong-wu reign (1390/91), the prefecture was abolished, and the guard was changed into a military and civilian command. In Teng-chong another office like that of Jin-chi was established. During the Hong-zhi reign (1488-1505), the regional inspector requested the re-establishment of Yong-chang Prefecture, the further establishment of Teng-chong County and the changing of the command into a guard, so that there would be both civil and military administration and the ways of the yi could be changed. There was deliberation for a long period, but no decision. At this time, the defence officials jointly proposed: "At the beginning of the dynasty, civil administrative divisions were established, but subsequently, as troops were numerous and civilians few, this arrangement was changed and the two commands were established. There is a Confucian school established in each command, and they are not wanting for tax grain. Also, there is a defending and patrolling assistant regional commander who handles the pacification of the area. This is why the border yi nearby are all at peace. At present, the amount of grain tax is only sufficient for current government use. If a prefecture is again established and officials are appointed, the increased salaries will be a great burden on the people. It is requested that we follow the old system." This was approved by command.
