The Censorate memorialized: "Xue Cheng, an assistant commissioner in the Fu-jian Regional Military Commission is responsible for supervision of maritime routes. Evil persons (歼民) had been in communication with the fan and Cheng was unable to prevent this or arrest them. He received Imperial grace and was only punished with a fine of three month's salary. However, Cheng has not admitted his crime and even wildly claimed that none of those persons who were in communication with the fan passed through his territory. It is requested that he be again sent to the regional inspecting censor for the punishment of his evil guile." This was approved.
