The Eunuch Director Xiao Bao, grand defender of Yun-nan, memorialized: "Han Gai-fa, the pacification superintendent of Mu-bang, has sought the territory of Lu-chuan. I have discussed this with the Regional Commander Mu Bin and the Vice Minister Yang Ning. The Long-chuan Pacification Commission has already been established in Lu-chuan's territory, officials have been appointed and rule divided. All that is left is the are of Meng-zhi. We wish to allocate this to Mu-bang, but dare not act without authority. "The memorial was sent to the Ministry of War, which requested permission to send a despatch to Bin and so on, requiring them to investigate how many march-stages (程) it was between Meng-zhi and Mu-bang, and whether the proposed arrangements would interfere with the Long-chuan Pacification Commission. The Emperor said: "Bao has already discussed the matter with Bin before memorializing. There is no need for another investigation. Wait until Hou Jin proceeds there, and then he can deliberate with Bao and the three offices on the suitability of giving them the land. If there are obstacles, they are to memorialize and I will make arrangements."
