The Qian-guo Duke Mu Bin, regional commander of Yun-nan, and others, memorialized: "The Assistant Surveillance Commissioner Li Guan has said that we should stop building the city wall at Teng-chong, and that we should bring the bandit son Si Ji-fa to negotiated surrender and consider giving him a minor post. These proposals are troublesome and difficult to implement. In respect of his proposal to prohibit people from crossing the borders and having contact with the yi people, we should implement the suggestion." The Emperor said: "Go ahead with the building of the wall at Teng-chong. Deploy government troops and have them wait for Hou Jin* to go and join with Mu Bin and Xiao Bao. Arrangements should be made in a relaxed manner and excessive pressure should not be exerted on people. Also, send people to pacify and instruct Si Ji-fa. He is to be ordered to personally come to offer tribute to the Court. The Court will then show him grace and make arrangements for him. If he does not do this, despatch troops to eliminate him. As to the problem of persons having communication with the yi people, order the various defence officials to be strict in their patrols and policing. All offenders, even if they are officials or from powerful families, are to be punished in accordance with the regulations." * The text erroneously gives Hou Lian (侯璉)
