Hou Jin, consultant on Yun-nan military affairs and vice minister of the left in the Ministry of War, memorialized: "The newly-established Teng-chong Command lacks officials to handle matters. Liu Rui, Zhang Shan, Wang Sheng, Feng Rui and Yin Sheng, who are assistant commissioners in the Jin-chi Command, are all natives of Teng-chong and are very familiar with the situation of the yi. It is requested that they be transferred there." The Emperor ordered Jin, together with the regional commander and grand defender, to select a capable Chinese official (漢官) commander to control the Teng-chong Command seal and that Liu Rui and so on assist him in administrative affairs.
