The Qian-guo Duke Mu Bin, regional commander of Yun-nan, and others memorialized: "We have received the orders requiring investigation and have found that the Long-chuan Pacification Commissioner Gong Xiang has violently killed innocents and oppressed and maltreated the yi people, and that the associate administrator Dao Wai-meng has the trust of the yi people. It is requested that Gong Xiang and so on be transferred to another guard and that Dao Wai-meng replace him in the post." The Emperor spoke to officials of the Ministry of War, saying: "According to the law, Gong Xiang should be punished with death. However, as he was the first to come to allegiance, he has a little merit and thus I am bending the law and pardoning him. Send him, together with his wife and children to the Qu-jing Prefecture Guard and make arrangements for their livelihood. If he again causes problems, he will indeed be punished and not pardoned. As Dao Wai-meng has the support of the people, he is to be promoted to pacification commissioner. He is to take on the seal, so that he can govern and protect the area. Also, instruct the regional commander to send officials with Imperial orders of instruction for him."
