Previously, the regulations provided that, when tribute envoys from the countries of Siam, Java, Champa and so on were returning home, an official was to be sent to Guang-dong to arrange banquets and to make arrangements for their victuals and supplies along the way. At this time, the Assistant Administration Commissioner of the left Yang Xin-min advised: "When the fan and yi come and go from Guang-dong, there are both Court officials who solely manage this affair and also the grand defender, regional inspector and officials of the three offices. It is sufficient just to have the latter provide them with banquets. It is requested that in future no further officers from the capital be sent on the long trip from the capital just to fulfil the banquet and hospitality rituals." This was approved.
