The Auxiliary Ministry of Revenue memorialized: "Yun-nan is a place on the distant borders. Apart from converting the salaries of officials into paper money, we should also use cowries (海) and bolts of cloth, thin silks and satin. The Nan-jing Treasury now has large stores of cowries. If the offices lack funds, they should be instructed to memorialize and then we can send persons to issue these." This was approved.
