Kuang Ye, vice minister of the left in the Auxiliary Ministry of War, submitted a memorial of impeachment: "The officials of the Yun-nan Regional Military Commission, Provincial Administration Commission and Provincial Surveillance Commission received Imperial orders to pacify or punish Si Ren-fa. However, they did not personally proceed to his region and instruct him in what would bring calamity and what would bring prosperity. Rather, they sent subordinate officials. It is impossible to spread Sagely influence with low rank and light words. This will lead to the man bandits becoming more violent and obstinate. It s requested that their crimes be punished." The Emperor held: "If local officials cannot pacify the people of their region, punishment is applicable. However, now that there are problems in the region, arresting and punishing these people will certainly make the problem worse." It was ordered that they be shown lenience, but that a despatch of severe castigation be sent to them.
