In Yun-nan, the Mang-shi Chief's Office was established, with Tao-meng Dao Fang-ge as Chief. It was made subordinate to the Jin-chi Military and Civilian Command. Initially Fang-ge had followed the rebellious bandit Si Ren-fa. At this time, he had surrendered and the Jing-yuan Earl requested that an office be established and that he be appointed as an official in order to pacify the yi people. Accordingly, this order was issued.
