Previously, merchants had been called to Jin-chi and Da-li in Yun-nan to provide grain in exchange for salt. At this time, the Assistant Commissioner Chen Xuan memorialized that the stores at Da-li were already well-stocked, but requested that the salt for grain system be continued at Jin-chi, with five sheng less of grain than was the case under the previous regulations to be delivered for each yin of salt.
