The Guang-dong Regional Military Commission, Provincial Administration Commission and Provincial Surveillance Commission memorialized: "When the ship carrying the persons on official business (公幹人船) from the country of Champa was about to depart, officials were sent to inspect it. They found 337 small ivory comb blanks (牙小梳坏), 2 ivory tablet blanks and 80 pairs of ivory chopstick blanks. These are all fan goods. We intended to immediately send them to the capital, but Lu Shan, the company commander (百戶) in charge of the ship, and the others, said that these were their own goods for trading. We dare not make a decision on this matter." The Emperor said: "These are all trifling things. Return the goods to them."
