The Yun-nan Grand Defender and Eunuch Director Qian Neng memorialized: "During the intercalary 10th month of the 15th year of the Cheng-hua reign (Nov/Dec 1479), over 800 yi soldiers who had been sent by the country of Annam, crossed the border of Meng-zi County in Yun-nan, set up camp and erected buildings, claiming that they wanted a key position from whence to capture bandits. Although we ordered them to withdraw and return, it appears that they are undecided and unsettled. A further prohibition should be issued." The memorial was sent to the Ministry of War which advised: "The Yun-nan defence officials should be ordered to organize the troops to provide firm defence, to keep a careful watch on the activities of the intruders, and to memorialize on arrangements." This was approved.
