The Chiefs' Offices under Yun-nan were exempted from coming to Court in this year and the Court attendance requirement of the various subprefectural and county officials in Yun-nan were reduced. This was ordered because there had been poor harvests and bandits had risen up and the officials had to remain in Yun-nan to soothe the people and manage the situation.
