The Fu-jian Regional Military Commission was ordered to oversee the preparation of 100 sea-going ships. Guang-dong was to prepare double that number. They were also required to arrange weapons and grain rations and meet in Zhe-jiang in the ninth month (Oct/Nov 1387) to wait before leaving for Champa to capture the Japanese yi (倭夷).
