Previously, the envoy Ha-zhi Huo-xin and others, who had been sent by Turfan, came via the sea route to offer a lion in tribute. An Imperial order was issued requiring the Guang-dong defence officials to refuse them entry. At this time, Ha-zhi Huo-xin secretly came to the capital by himself. The Ministry of Rites requested that the crimes of the Guang-dong Regional Military Commission, Provincial Administration Commission and Provincial Surveillance Commission, as well as of the officials of the riverine guard-houses along his route be punished. The Emperor said: "The yi person has managed to come here from the distance. It is certain that there have been irregularities." The Ministry of Rites carried out an investigation with senior interpreters and memorialized on the arrangements made by the officials of the three offices of Guang-dong and the officials along his route. It was ordered that the regional inspecting censors investigate and arrange punishments.
